HSA Cosmetic Product Notification Service
In order to export cosmetics to Singapore, a cosmetic product notification must be submitted to he Health Science Authority (HSA) before you can sell a cosmetic product in Singapore.
Only products that comply with ingredient regulations * and labelling regulations ** based on the cosmetics management guidelines of the ASEAN Cosmetic Directive (ACD) can be imported and sold in Singapore after submission of the product notification.

* What is ingredient regulation?
Banned ingredients are specified. The use of additives such as preservatives, colorants, and UV absorbers are permitted for certain items.
** What are the labelling requirements?
English labelling on cosmetic products or its packaging is required to provide various information - such as product name, all ingredients, date of manufacture / expiration date, and precautions for use.
